Further information in support of our intended application

The village of Kineton is a highly sustainable location, identified as a Main Rural Centre within the Stratford on Avon Core Strategy settlement hierarchy, providing future occupants with access to a range of services and facilities to support future development.

Given that the Council are unable to demonstrate a five year supply of available housing land, the presumption in favour of sustainable development applies.

The site is not in the Green Belt and/or within any National/Local Landscape or heritage designation and is generally free of any physical or policy constraints.

The proposed development would deliver new homes in Kineton, which is identified as a main rural centre for providing new housing, along with supporting infrastructure and facilities, helping to meet housing need in a sustainable location.

Landscape is a key consideration with views identified locally through the Neighbourhood Plan being of particular importance, as to the public rights of way that cross the site. These landscape/visual constraints were primary factors in developing the masterplan for the site.
The landscape features are retained and new enhanced landscaping proposals fully incorporated to ensure the sites integration into the landscape and reduce any visual impact.

Preliminary assessments undertaken by the appointed heritage consultants indicate that the development would not impact upon any built heritage and/or local archaeology.

Preliminary ecological work has been undertaken to assess the baseline conditions of the site, which was dominated by medium distinctiveness other neutral grassland (ONG) in poor condition.

Other neutral grassland and modified grasslands are common and widespread habitats which are unlikely to represent a significant ecological constraint to development of the Site.
The development will also retain existing landscape, and ecology features namely around the permitter of the site.

In addition, the development would provide enhancement through new landscaping proposals and a net biodiversity gain.

No evidence of other ecological constraints to development have been identified.

The site is located within Flood Zone 1 and is an appropriate location for new development.

Soakaway testing has confirmed that infiltration is unlikely to be suitable, so the scheme would be designed with on-site attenuation (Pond/SUDs features) with likely discharge into existing watercourse, or mains infrastructure in accordance with the EA drainage hierarchy.

A new access is proposed from the B4086 (Warwick Road) in consultation with Warwickshire County Highways department.

The new access would be constructed to highway specifications, ensuring adequate visibility whilst retaining much of the existing vegetation.

Car and cycle parking is to be provided in line with Warwickshire County Council’s guidance.

EV Charging points will be installed and retention/creation of new footpath connections to encourage sustainable travel methods to existing public transport (bus stops) and access into the village centre.

The development would ensure delivery of a high-quality, energy efficient scheme while minimising environmental impact and maximising the uses of renewable technologies.

The proposed development will focus on a sustainable approach to construction, resource efficient design and include sustainable materials.

The development would not give rise to any issues in respect of air quality.

An assessment of the acoustic constraints and opportunities has identified that noise from the adjacent industrial estate, is a constraint for development.

However, the adoption of an acoustically considerate design approach with buffer zone has ensured compliance with national planning policy and the relevant British Standards.
